This is a frames layout It features Kuea(Kullweet Envatilia) from Erementar Gerad. And as with Most frames layouts if you put enough contect in one of the frames it will scroll. The scrollbar on the index.html frame scrolls at the bottom and not at the side, don't try to fix it it's supposto be like that.
